Als CIA-directeur Irene Kennedy verneemt hoe ernstig het met Krupins gezondheid is gesteld, begrijpt ze dat de VS met een tegenstander geconfronteerd worden die niets te verliezen heeft. De enige manier om een conflict te vermijden, dat mogelijk miljoenen slachtoffers zou eisen, is Mitch Rapp met een levensgevaarlijke opdracht naar Rusland sturen.

Als Rapp in zijn opdracht slaagt, dan is een oorlog afgewend. Maar als zijn missie ontdekt wordt, zullen Rusland en Amerika door zijn toedoen in een conflict verzeild raken dat geen van beide landen overlevingskansen biedt.
